I haven't got any reputation on MCM, but I would just like to warn you in advance.
I'm not too sure what your going for, but for to a website there is front end and backend, I don't know what features you were keen on having, like the login or register (top right of website example), that's not something everyone can do well, especially making it secure. There are things like making it responsive that I haven't seen much of in this community. I see you are going to use XenForo which is a very good forum template. Looking at the website example I can see it is a template anyway maybe that is the way to go.
To get to the point you want it keep and quickly, in this community I'd quote £400+ depending how quickly you want it (a week is considered very quickly). Just wanted to note if you went a bit cheap you might find yourself with a poorly coded website that could be devastating...
This is my own option, judge it how you must.
In case I used terms your not familiar with:
Front end - Everything the user sees, like placing the logo, the different colours and background and making box's like on your example site 'Recent News' work across all devices, so normal desktop, mobiles and even TV's, that includes making images work at any screen size (SVG's), then even more complex going towards thinking about different browsers.
Responsive - Work across all Devices big or small.
