You might want to list one anyway as you might turn off some talented people because they simply don't have the time to PM you and post their work. Just put a budget up. You can deny anyone you don't like.

There's a neat website (https://skins.cash/) that lets you convert your skins into PayPal currency for a low transaction rate. With PayPal funds, you could hire a wider and more talented variety of designers!
