Won't have visuals like 1.8, but you can use WorldBorder on bukkit.

I would recommend using a 1.8 border. If you do, you should be aware that there a lot of bugs. I know BRUTALLY is selling a plugin on resources. http://www.mc-market.org/resources/3128/

Using my world border plugin with protocol support would work. Just run a 1.8 jar and install the protocol support plugin to allow 1.7.10 players to join.
