MineCrates aka LuckyBlock plugin

Hey McMarket,
I need a developer who can make me a custom plugin (features below).

Server version: 1.8.8 spigot
Features:
- After mining x amount if blocks (custom amount and custom type of block/s within config) you have a x% (also custom) to spawn a special crate (lucky block).
- There can be infinite crates, all customizable within config.
- Reward is a custom lists commands with the player name as possible argument.
- The block for crates is also customizable with ID.
- Crate dissapears after the player gets the reward by rightclicking it.
- Every single crate also has a permission, so players can only find certain crates depending on those.
- Crates despawns in 30 seconds if no one opens.
- Players can steal other's crates.
- Crates spawn in the last broken block location.

This plugin needs to work with TokenEnchants, what I mean by that every block mined with the enchant needs to be counted as a mined block.

Extra:
- crates can only spawn in certain area's / wg regions / worlds (how much extra $ would this be? I don't want them to spawn in for example plot world)

Nope, you don't understand it, ...
I want 1.8.8 not a higher version.
Also I want custom crate ID's for every single crate not 1 ID for all crates.
