MineHQ Type /msg with message sounds

I am looking for a plugin that resembles MineHQ's /msg message ding sound.

I want a plugin that makes a *ding* sound whenever a player messages you and also lets you do /sounds to toggle the sounds being enabled or disabled.

If any of you have one of these or can make one I am very interested.
