Mineplex? Banned or IP-banned?

Neither. Simply saying an IP address warrants (or did when I was staff) a severity 2 mute. However, if you decide to spam it you are looking at a permanent mute. Mineplex does not punish via IP address.

Edit: But I don't advise you do it. They had to work hard for each and every player and just because they have a lot of players doesn't mean they deserve to be taken.

Me and my friend was thinking of doing it as we have seen many servers do it and now most of them have a playerbase of 20 people

I can not stress in a message how highly I advise against doing this. It's literally the lowest you could possibly go. One would imagine the large networks are owned by greedy owners but in truth it's the small networks that try to steal the players that have truly greedy owners. Don't be one of those people.
