Mini-Game best version to code

Hello, I was wondering if I create a mini-game, what version should I use ? Plus should I do a SQL support or should I keep the data in the plugin and let the buyers' developers collecting them ?

I've left minecraft since 1.9 came out. I noticed that players can connect from 1.8 to the latest version in most servers. It doesn't change anything if the plugin is in 1.8 and a player is in 1.11 or higher ?

pretty sure yes if you do nms in plugin, or use viaversion to support it
