Minigame system or plugin addon

Hello, I'm looking for a developer who can make a minigame system which includes usage of the Paypal API to issue payments to players. I would like this to be preferably done by adding on to other plugins such as any Survival Games / Skywars type pvp game but have the option to issue payments to players using the Paypal business api. This is POSSIBLE to do. I am also fine with it being a custom duel gamemode or something like that, but I will discuss details privately.
