Mining and Fishing rewards

I am looking to purchase a plugin with the follow Details

Name: TrickyminingandFishRewards

basically what it should do is have a config where i can setup prizes with a configurable chance prizes should be able to be either a item or a command.

Example: Im mining stone and in the config i have a reward thats 5% chance to get a stack of obsidian while mining stone or fishing i have a 5% chance to get a stack of obsidian

Budget: 50-100$
