Mining Rewards

Greetings, MCM!
I am looking for a rather simple plugin. I need a plugin that gives you rewards when you mine!
Here's what I have in mind:

If you mine stone, you have a small chance of getting an item. Example: 1 our of every 100 stone mined will give you an OP Pickaxe.

I would also like a small config that works in a way like this:
Reward 1:
Chance: 0.001
Item:
1:1 64
Commands:
eco give %player% 10000

Please PM me if you think you can make this!

Not made 100% clear, but how will you get it to drop an OP pickaxe if the config works on an item id system?

For enchants I would have just used /kit OPPick

Its rather simple, but I was lazy and used EzBlocks.
