MMORPG Plugin needed!

So I am trying to create a new style of rpg minecraft server that I haven't really seen being done. It's not really roleplay it's a bit like Wynncraft. But I need a plugin like mcmmo where the skills are; axes, mining, smithing etc. but it would be like a player with 0 smithing cannot craft a pickaxe or create swords only people with smithing 5 can and people with mining 0 cant mine diamonds etc. stuff like that and I also don't want the player to do the stuff to level up if you know what I mean. I want the player to level up and then choose a skill to level up. If this is already a plugin that that's great can you post the link to it. If it isn't then how much do you think it would cost for me to hire someone to make this kind of plugin as I am hopeless with coding.

Not quite what I was looking for. I'm looking for a plugin that just adds the different skills e.g smithing or sword-ing? or archery, health regen etc. and if you have no smithing skill you cant use anvils or build tools etc. and if you have maxed out smithing you can build all tools and weapons and repair them and make godly armor. Stuff like that.
