What I want:
I want a plugin that nerfs mob spawners, making mob spawners spawn twice as slow.
I was having issues with editing it in the spigot.yml, as it was not changing shit on the server so thats why I'm requesting this to be made.
My server version: spigot 1.7, compatible with 1.8.
