Mob Spawner Tier Plugin

Im looking for a custom plugin that i can customize and is fully optimizable. The plugin consists of upgrades. I would like it so you can right click a spawner, and a gui would open up, using xp levels you can upgrade that spawner through tiers 1-5. Starts at 1 on default. The higher the tier, the spawn rate would be better.

If anyone could do this, hmu.
