Mobs not spawning

Mobs are not spawning in all my worls. I need help please if someone can take a look at this.

Check your bukket.yml or spigot or whatever ur using and look at the maximum mob spawning per world, if it's at 0, there's your problem.

Did all that, and still nothing. If one of you guys can hop on my server and check it out, that'd be greatly appreciated.[DOUBLEPOST=1532579007][/DOUBLEPOST]EDIT: Animals work fine, but monsters do not.
