Mobs wont spawn in my" A skyblock" world

I was about to test some weapons on some mobs, but when I place a spawner down, nothing spawns

I searched around and couldn't find anything

Is it something obvious like the spawners aren't located in a spot where they can spawn stuff? Like cows and grass

Maybe check the worlds.yml or config.yml

Check the world and make sure difficulty is set to normal

Did you set this up completely by yourself, is it a purchased setup? Make sure you have no weird plugins, and work out what each plugin is doing. I'm assuming you checked the server.properties.
