Depends on your definition of "worth it". Minecraft's player base is quite rapidly turning into a community of (for lack of better terms) very young, immature, technically incapable, easily manipulable, and impatient people. (mostly little kids, though some older people still fit this description). A modded world will quite often be more enjoyable due to the many added features, the problem is most of Minecraft's player base lack the technical know-how to be able to install a mod or even an adventure map. (See how many views there are on simple things like "How to install Optifine", "How to install Forge", or "How to install an adventure map" videos)
In the end, mods are (in general) a way to attract a good community, as the bar of entry is very high if you consider the kids who have to search up "How to install Minecwaf". People who will be playing on your server will (in general) be mature and understanding.
