Modded Server (Fabric) - I need help

Hello, looking to get a fabric-modded server going...and I need your help with it. I have the mods I want, just need help with the rest of it.

As far as mods go and getting it set up - when I say that I mean from the roots and up, I am still ironing out the kinks and I have questions on that as well, but like the world generation - how it works for mods for the server/client, getting chunky setup, making sure players have perms to do certain things. I am hoping to have under 100 mods (around 50) but to my understanding, there are mods out there for performance as well. The server will be a small vanilla server ideally just enhanced to make the server better by adding blocks/items to make MC feel more real, nothing too crazy...

Edit to add: I am also looking for a potential full-time admin to help with this as well.
