Sounds like a good change to me, I'm not too sure if updating someone's permissions after they've changed their name will retroactively lower their name change wait time but that's something that'll need to be checked and tested first. If we can't get that to work then we probably won't introduce reduced wait times for Ultimate, but I'll move this to pending for now.
