Motion Blur / Render Help

Can someone please instruct me on how to get RSMB / motion blur like in this video
PM Me if you can do this, need it ASAP!

I did, however it does not show how to get the motion blur like that.

There's the motion blur mod, or if you're in premire or AE you can uncheck "use comp shutter angle" at the bottom on the effects control panel and set the shutter angle to 180.
