Move the Shoutbox above the Thread Banner

When using the shoutbox with the Above content mode it is displayed between the new banner and the actual thread content

This is what it currently looks like:

The shoutbox should be above the banner so that it doesn't break up the content of the thread

Eh, this isn't really an easy adjustment to make and it would require something custom to edit one of those addons I believe. The custom development at the moment cannot be justified since it is only a cosmetic issue that applies to the small percentage of peopl with that enabled looking at the even smaller percentage of threads with a banner at the top.
