Hi, im selling a 1gb server which i dont use much any more... its hosted and would only require a one time payment. It is a good host (Beastnode) and can handle well.
Once had up to 40 players on with no lag.

Disclaimer: I cannot assure that it will keep forever but it is highly probable (Unless beastnode as a company shuts down)
I have had it for 1.5 years or so with no trouble.

1GB of RAM can handle an average of 25 players(clearlag plugins installed)
The CPU needs RAM to operate, even if you overclock the cpu, but dont have much RAM, the server wont get faster
