Multiple Hat Plugin Needed

The title says it all, I need a plugin for my server that lets people wear multiple blocks on their head. We got a texture pack and it'd be cool to have multiple items on at a time, such as eyes, hair etc. If possible more than 2, no block is actually placed on players head (as some magicspells puts a tempoarily block on the players head and doesnt replace it)

I seen this done on another server before, seems like it uses invisible armor stands or something. however it is done, it can not effect pvp or get in the way of MagicSpells targeting players.

preferably a command such as /multihat
/multihat ## opens GUI that shows hats on head (left click to remove a block, doesnt go back in inventory, disappears)
/multihat equip cobblestone ##equips cobblestone on invisible item frame head (texture pack is hair model)
/multihat unequip cobblestone ##unequips cobblestone
/multihat unequip all ##Uneqips all
each block requires a permission to equip, such as multihat.block.cobblestone
