Multiple problems.. Need help

I'm having 2 problems right now and i'm stuck right now.

1st problem: I need a world guard region to disable fall damage, however i need to keep pvp enabled so please dont tell me to use invincible. I also tried to use the customwgregions and all that but it doesnt work that plugin. Its red.

2nd problem: The water on my server does not flow and I have no idea why. Lava does however. I tried /stoplag -c , all that, nothing....

If someone can help me ASAP, please..

1. /rg f <region> pvp deny
/rg f <region> fall-damage deny

2. Not sure at all, must be a plugin interfering. Try disabling one at a time with Plugman.

What is your server running on? Spigot - PaperSpigot, or?
