Yes they are, they're all voluntary.

Most new servers, and servers that does not have a high playerbase already, does not have Media as voluntary, and if they did they would not get a lot of quality content creators. You might get some kids with <100 subs, but if you're looking for larger content creators you for sure will have to pay up.
