Nazi Germany, their economy was doing quite robust actually before all the war stuff, so its not like you'd be starving. Soviet Russia was always quite a shit-show to say the least.

Hitler brought the economy up through uniting the nation, and building up the military, which spurred economic growth through jobs and technological research. Not to mention all the scientists and intellectuals that culminated there. Its part of the reason they were so effective in invading Europe. While they of course lost in the end, they were certainly a force to fear.

that was during the weimar republic. the majority of hitler's support from the low and middle class was his promise to fix the economy.
