Need 2 commands added to my Telegram Bot (Python)

Hey all,
Need 2 commands added to my Telegram bot. Hopefully shouldn't be too hard to add them. DM me for more info.

The commands:

Command	Description
/announce <text>	This will send an announcement to everyone that has the bot (i.e when a user has done /start) NOTE: this must only be done via the bot owner (me). I don’t know how this would really work as not really experimented with user permissions or know about them with telegram, if you know a way please tell me.
/debug <on/off>	Shows all the links that people send to the bot. This can be fed into a json file. NOTE: this only must be admin perms too.

Budget: $5-$15
