Need a CMS/Web Dev

Hey! I recently purchased this template: https://www.mc-market.org/resources/120/ and was wondering how the pages and log in set up worked! I realized I needed some sort of CMS file to have it set up for the log in and forums. Can you help me do that? Please respond because I am in need of desperate help! Thanks guys! (P.S. This is my first post )

It would be better for you to find a free or cheap forum software and get someone to modify this theme to work with it, and then have all your static pages as basic html with content in it.

As the template you just purchased is just the core html files and styles would be a decent amount of work to integrate it into a custom cms over making it a existing forum / cms theme.
