Need a Custom Enchants Factions Setup!

I'm trying to open a new Custom Enchants Factions server, but I'm way too low IQ to configure everything.
I'm looking for an semi-op factions server (enchants would be prot 8-15 and so on with every other enchant.) with everything setup. This includes: Essentials, Normal Permissions/Groups/Ranks, Spawn, Warps, Shop, etc.

I don't have that much of a budget and the max I can pay is $3. (I know, I'm broke.)
