Need a custom Thumbnail Theme

Hey guys, I’m looking for a custom thumbnail theme for 2018 starting my YouTube channel. And by theme I mean a thumbnail design I would use for all my thumbnails kind of like Ricegums thumbnails. If any graphic designers are up for the job please contact me I need someone that can make a custom Thumbnail design and theme. Then give me the design in photoshop format so For each video I can edit the thumbnail to my liking. My budget is $20-$30
