MC Market is a bit too professional for people to be working for free. Most developers are quite advanced and will be requiring money for their efforts.
Similar to the post previous to mine, look at PlanetMinecraft and MinecraftForums. They are full of young developers who would probably work for free (specifically the ones learning to code). A lot of people are looking for experience there.
Keep in mind... their coding capabilities won't be the best.
That is what you suffer if you want free work...
On the other side you could learn to code. But owning a Minecraft server and developing the plugins on your own is quite hefty and truly hard unless you have a lot of free time. You don't want your server to suffer in playerbase because you're always writing code.
