Hello, I'm looking to have a plugin custom made, the name would be "CannoningCore"



And it would need to do the following things.
1) Stop pistons from pushing sand, gravel and anvils if they are stacked over 20 blocks.

2) Stop players from placing more than 2 cobwebs on one y axis

3) Make certain blocks (configurable in config.yml) be able to be blown up by only tnt through water

4) Make TnT silent
