Need a Plugin Configured!

I want to get a plugin that can have explosive pickaxes which will work with the plugins PrisonUtils and backpacks. I'm new to custom plugins and all so I don't really know pricing but if you can help me then message me your skype or just comment your skype.


Some things I want it to do:

I want it to have multiple levels going up to 20.
I want there to be just a chance of the explosive actually happening. Like say a 15% chance
I want the levels to be this: Explosive I = 5 Radius and II = 10 Radius and up 5 for up to 20. ALSO idk why I did Roman Numerals I would prefer just regular numbers like how other enchants look.
I need it to configure with many plugins but I think the main plugins are as follows
-Prison Utils with auto inv and advanced fortune
-Backpacks (Also PrisonUtils)
-One BIGGY previous plugins I have tested I also noticed that they could break blocks in other regions so WorldGuard too I guess.

If the plugin could be configurable to where I can change the percentage of it happening and the levels that would be great too

And what do these explosive pickaxe do?

I want there to be multiple levels of it up to maybe 20 where they mine one block and it makes an explosion that automatically mines a radius of say 2 blocks for level 2. I have found plugins like this but they don't work with auto inv/fortune

Actually a very small chance of getting it but with levels like Explosive 1 = Radius of 5 and every other level up 5. Maybe a 15% chance of the explosion[DOUBLEPOST=1449947805,1449947539][/DOUBLEPOST]

I think that my budget would probably be 10$ but if it is really good 15$ would be highest I would go.
