Need a Plugin made (Paid)

Hi, I am looking for a plugin, basically it will be a plugin that you can refer a friend to the server, and they get a reward for joining, and the person who referred them also gets a reward.

Now, most of you will say, can't I just logon alts, and do it that way?
- No, you can't as I would need it to check for IP's of the same user to logon, and if they type in the referral code of someone with the same IP it will say something along the lines of:

- Stop! You can not redeem this due to abusing! (Or something like that..)

Now, there will be 3 commands for this plugin:
-/referral create (This will create a random code for you to give to the person to use (5 letters/numbers total)
- Code can be used more than once, but if they forget the code they can generate a new one.

- /referral (code) This is how they and the person who gave them the code will get their reward, and so on.

- /referral reload (This will reload the plugin)


I do not need any perms for this plugin, I just want everyone to be able to use it, except for the reload command, that should ONLY work for OPS.

I need a config, where I can set the rewards, and it will give 1 random reward to each player from the list that I make, I want it so that I can also have more than one command execute so it can broadcast, and give an item at the same time, if that makes sense.


If you can do this for me, let me know how much it will cost, and how long it will take to get done, ONLY WORKING WITH TRUSTED PEOPLE!
