Need a plugin sourcecode expanded with a simple toggle function

How is it going everyone, I simply need the source of this plugin - https://www.spigotmc.org/resources/playmoresounds-assign-multiple-sounds-to-player-events.37429/ updated so that the custom sound disable/toggle command /pms toggle will be set permanently instead of being disabled only until the next server restart. Also it needs to be stay on version 1.13.2 as we have not updated yet.

Players on my server are annoyed at the fact that they have to do /toggle pms twice a day to disable the custom sounds.

If anyone can do this for me please contact me through the private message/inbox feature on MCMARKET so I can confirm your identity. I will offer $5 for this through paypal, I also need another developer for future custom plugins/server projects and have many plugins that need developed.
