Need a server setup! (Unique)

Hey!

I am in need of a really good Minecraft server setup. I don't have a budget and am looking for quotes now. I don't know exactly what I want but I am thinking of a network server with modes like Prison, Factions, etc.

It all depends on the price and quality. For now, all I really have thought of is the features for Prison:
- Auto-Miners - Gangs - Custom Enchants - Quests - PermissionEX (Staff Ranks, Ranks you can buy, etc) - /buy - Criminal Ranks (Once you reach certain points you get a suffix with your level) - Explosion Mining - Upgradeable Pickaxes - Economy System

This is just a bit of the features I have thought of. I don't know minecraft too well but I think that is a good start for the features. Most of them will be used by opening up menus in NPCs in the spawn. For example, to start a quest you would need to open a quest NPC.

I would also like to make it more of a unique gamemode rather then Prison.
