Need a Windows VPS ($10/m)

So I need a VPS, I would like either to install Windows on it, or have a option to have Pterodactyl installed... I need this for my GTA FiveM server, I am looking for at least 8-12GB of ram, I was paying $8/m for a 8GB VPS but sadly the host is having issues so I need to find a new host asap.

I am looking to pay $10/m max, this is probably only for a month until I get my host up and running.

SPECS I WANT:

At least dual core

100GB HDD (SSD not needed)

Windows 2016 server OS or Ubuntu 16.0.4 for Pterodactyl panel

8-12GB RAM

(If possible it would be nice to have 24 hours or less for setup)

Also it would be nice to have the host install Pterodactyl for me as I have little knowledge for that....

NOTE: I am willing to pay more than $10 IF the price is right, I am NOT spending $20 or more, anything between $10 and $20 will be considered but I prefer to stay at $10 for the most.
