Need an advanced vehicle plugin

Need an advanced vehicle plugin starting with cars.

We need...
-Gui for list of cars
-Commands for cars such as (/car despawn) (/spawncar) (/carshop) -and more
-The car will have to physically look like a floating hoe, that we can texture as a car.
-The car will need to be able to drive up single blocks
-The car will need multiple seats
-The car will need to lock out all other players from sitting in the car unless the owner does /car unlock

There is probably a few more small details to mention, but that's the main idea
the developer that creates this will need to stick around for when we need planes created as well.

And we also have a handcuff plugin that drags players and acts as handcuffs, we have the source code and the car dev will need to be able to make cops click the player into the car, and make it so they cannot exit until the "cuffer" clicks them out of it.
