Need an Experienced Plugin Developer for a large project

Hi! I represent an established community that's looking for an experienced, fast, and talented plugin developer.

We want to create a factions-like power and land claim system. The idea is fleshed out in multiple design documents, available if you're interested. We are also interested in a separate plugin that could manage a sort of dynamic biome system, which you can take on if you'd like afterwards.

However, the land claiming/faction system is the priority at this time. We have an existing community of players and a team of map makers, builders, designers, and other staff, but are looking for a highly skilled developer to take the lead on the one area we fall short - plugin development. This is a one off job and not an ongoing task, but you may be contacted for future paid contracts in terms of updating the plugin or adding new features.

We have a substantial budget, but would like a quote on the entire project upfront as opposed to an hourly model since the job is pretty substantial. We're also on a strict timeline, preferably within 2 weeks. More will be paid if you could complete the plugin before this hard deadline, and if you stay in communication with us throughout the development process. Speed is incredibly important to us.
