Need an experienced XenForo / Web Dev

Hello,
Please read this in its entirety before running to add me on discord! you need to meet this criteria because this will be a bit more challenging than just a regular project.

I'm looking for a complete XenForo web setup, it will need to have features like XenForo Resource Manager and XenForo Enhanced Search. We will need an automatic system built similar to mcm where sticky threads can be purchased, so PayPal integration as well as a method to view and manually approve ads etc...

We will be looking for a theme to be setup that looks clean and modern (not custom develop a new theme), basically all the leg work on the dev end.
