1.How to keep people on my server (Faction,Kits,Crates,PVP Arena, 30+ Trails,Freandly staff,Economy,mcMMO,Good config and more).When people join the server they just look around and see there is like 0 - 2 players and they are not interested and the nwxt one and next one and so on.So my problem is i cant start growing.I don't want like 100+ just maybe 20-30 players to start with and then when i make some money to make some more gamemodes(Skyblock,SkyWars,Creative...)so i can grow to 100+.

2.How to make money when your not breaking EULA(no selling ingame money,kits,items...).I have a setup Buycraft with donations,Vip and Vip+ ranks and SuperTrails and wings.So i think players wont buy them if the server is not like 50+ players so they have someone to show the bought it.I got one $10 donation becouse a guy wanted to be an admin and i gave him(we needed some staff and money atm)but i think its not like for our hard work we put in the server and to help te server.How much EULA freandly servers make money every month and how to make people start donating and buying stuff.Can i sell ranks and ingame money in my store and not be blacklisted by Mojang?I feel im stuck in this circle.

Firstly, you would need to advertise your server as said above. Potential players would not be able to join your server if they do not know about it.
Secondly, you need something that sets your server apart from other servers. Try to add events for players to participate and win prizes (special items/perks/ranks). It will make them feel special and increase their willingness to stay. That being said, do not give people staff ranks just because you want them to stay. While it makes that one player very likely to stay, other players would feel that it is unfair for them and consequently leave. Only hire staff you think will help the server and are worthy of their position. As for donator ranks, give them out sparingly as new players will feel insignificant if the rest of the server has donator ranks and they are the only unranked user online.

I believe that EULA friendly servers don't make much money unless they are unique, popular or have many supporters. If you do not intend on making a very large server, I believe that you would not be blacklisted by Mojang.
FYI: SuperTrails is EULA friendly
