It might be. I believe so. The user is not willing to pay 50% upfront as well as being very sketchy with his "budget" and pricing. Going from $100, to $800, to $1,000, to $2,000 USD is a bit odd to me. Also, take a look at this: https://gyazo.com/04cbe0b9230b6ee0bc30b7d167152328

one question.... why tf would you pay over 1k for a website? and if the website is worth around 2k I think it would be worth going 1k first as these are all trusted people.
