Need Custom Plugin Done For Silk Touch Spawners

I need a custom plugin done in which players with a silk touch enchant on a pickaxe can pick up spawners once mine, I also need them to have the ability to change the spawner type with a command such as /spawner change, I need them to be able to change all of the spawner types to any mob they want besides the wither and the ender dragon. If you can do this please let me know by PM'ing me, you must have a portfolio and be reputable in the community. I don't see this being as a overly complicated plugin so I need this done fast for a 1.12 jar.

Note: Before people tell me to use SilkSpawners, that plugin is filled with bugs and glitches.

I am pretty sure Essentials has a command for changing spawner type. Contacted.
