Need Designer - Unusual Ask

Hello. First off, this is an unusual ask for a designer on this website, but I'll give it a shot.

I am looking for someone to create an upper third. I will need to have the PSD file as well so I can make multiple variations of text with it. An example is below linked:

That is what I am looking for. I have a logo. I also have a sponsor, so I will need that incorporated into the graphic as well. This should only take 1 or fewer hours to do, so my budget is low. DM me with what you can do, price, etc.
