Need Dev to make simple plugin

Suggested name: imcMineBedrock

What I want: This is a really simple plugin. I want a plugin for donators so they can have the ability to mine bedrock. There is already a plugin for this but it is out-dated. I need permissions for this plugin. The only way the donator can mine bedrock is by using a diamond pickaxe and by using a command. (Listed below).

Ideas for commands: /minebedr

Note: When they use this command, a message should be sent to the player saying, "Mining bedrock is now enabled!". When they use the command to disable mining bedrock, a message should be sent to the player saying, "Mining bedrock is now disabled!". It would also be nice if there could be faction land claim support as its use for a faction server.

Ideas for permissions: - imcMineBedrock.minebedr

When I'd like it by: Today or tomorrow.

I'm curious as to why a player would want/need to toggle this feature on or off, since I would assume if you 'wanted' to mine bedrock you would.. mine bedrock?

Well, it's always a "great" moment when you're sitting mining at the bottom of the world and then accidentally hit a bedrock..
