Need Everything For Practice Server - Experts Please Help

Brief Information: Hello everyone I'm preparing to make a smooth practice server. I need it to compete with PvP Lounge, Zonix, and whatever else. I know you guys can point me in the right direction and help me out. I'm not going to buy a cheap core or cheap server files. I need them to be top notch but I also don't want to spend an insane amount of money on them.

What I Need: I need just about everything a practice server needs and I'm willing to spend a certain amount.

Budget: $500 - If you guys think I need a bigger budget then please feel free to let me know.

Other: Please keep in mind I know the market so please don't try to rip me off. I'm also serious about making this server and I have experience.

I'd recommend hiring Irantwomiles for this, he has a really good practice pvp plugin that you can buy with source but you could also hire him as a dev to work on your server too
