$3 is way below minimum wage in most, if not all, countries that developers(at least here) come from. A good, experienced developer is going to cost you way more than what you're offering right now.

$3? Good luck with that. At McDonalds in the states, apperently they pay $10+, and it doesn't require loads of experience.
