You do realize it's entirely possible to add the same content mods do without mods? I got a whole project that does exactly that...For example in a vanilla client we've got custom pets:

Realistically I would recommend sticking to vanilla, it removes the hassle of players having to use different clients, install mods, etc. This way they can just join the server on a vanilla client and get access to all the same content plus it means you target playerbase would be bigger as the vanilla community is larger than the modded community.

The op probably wants to have a mod of a modpack fixed, there are people who don't want a famous server or to reach many people, just one to play with friends or others.

Besides that not everything can be done without mods, try to make entities that look completely real and not a combination of random blocks, new blocks, new menus or magic as thaumcraft does, without mods.

That's literally what those are? They aren't made using any blocks. They whole new models from scratch, they just look like blocks because the voxel models are used to give more detail unlike the lowpoly.
I understand, but in a personal way, I like more the entities added by mods than by plugins using armor stands and resource packs, I see it more natural
