Need help fixing citizens

Hello lady's and gents I have a issue on my server where citizens is having a problem where it is saying its green etc. but when I type in the command to create it nothing comes up it chat and there are no errors in cancel saying there is a problem like the plugin does not exist and it is installed correctly I don't know what to do if you can help me please contact me on skype my skype is ElytraPvp - DivineFreeBuild T.Mod-ManaCube Builder and also there are no plugins interfering I checked please help me
