Need help, how do I host 500-1000 players at once?

Hello everyone I have a few questions below if any expert is able to answer, thank you!

1) Is it possible to host 1,000 players on a “single minecraft faction server”?
2) If so how can I achieve this?
3) If it’s not possible, could I possible host 500 players? And how could I achieve this?

Extra Info:
I have seen big faction servers hosting 500+ players on a single faction server, I think it’s possible but unsure how, I do have lots of money so I’m not afraid to spend to try and reach this goal!

You'd setup a bungee server. Multiple serves vs multiworld plugin. One server acts as a proxy and hub for other servers. Though you could go all in on one with some effort.
