Need help making a mod server?

so i want to make a crafting dead server but i don't really know how to make one so i was hoping someone can help me do that so? i do one of 2 things first things i pay someone to make it for me or i make a partnership with someone? like i pay for the server every 4 weeks and you can make money off the ranks i have the idea but just dont know how to make a server
